Job Description
Job Summary
Provides customer services and cashiering at the County’s Landfill, Transfer Station, and Recycling Centers. Assists with identifying, screening and monitoring items dropped off by customers at the solid waste and recycling facilities.

Essential Functions
Customer Service & Communication
• Assists customers at Solid & Hazardous Waste Management facilities.
• Answers division telephones and assists callers with questions regarding division programs, services, and procedures; refers callers to appropriate staff members and takes messages as needed.
• Responds to solid and hazardous waste customer complaints and inquiries regarding waste acceptance procedures, hours of operation, facility directions, and related matters.
• Provides forms, applications, receipts, and other documents to visitors/customers upon request and assists customers with completing forms.
Waste Screening & Acceptance
• Screens incoming waste visually or through camera systems for potentially hazardous or prohibited materials.
• Determines whether incoming loads contain acceptable or non-acceptable waste in accordance with established waste acceptance procedures.
• Supports and assists colleagues and supervisors with waste-related inquiries, reporting, transactions, and site operational needs.
Cash Handling & Customer Transactions
• Collects and maintains accurate records of monetary transactions in accordance with division procedures.
• Maintains proper chain of custody for monies collected and prepared for deposit.
• Assists with transaction inquiries, receipts, and related customer account matters.
Records, Data Entry & Administrative Support
• Establishes, updates, and maintains information in automated information systems.
• Enters operational, account, program, and transaction information into databases and retrieves information as needed.
• Creates and maintains spreadsheets, files, and electronic records and purges outdated data in accordance with established procedures.
• Provides reporting and administrative support to colleagues and supervisors as needed.
SCALEHOUSE OPERATIONS
Truck Weighing & Load Processing
• Weighs inbound and outbound trucks at County Scalehouse and inspects loads for potential hazards.
• Identifies material types and directs customers to the appropriate landfill location for recycling, burial, diversion, or other proper disposal.
• Updates or changes material types on scale tickets when necessary to ensure accurate transaction and disposal records.
Waste Inspection & Compliance Coordination
• Communicates with the Landfill Compliance Specialist regarding questionable materials to determine proper handling and disposal locations.
• Ensures materials contained within incoming loads comply with applicable waste acceptance requirements.
• Monitors and applies applicable solid and hazardous waste environmental regulations, Landfill Operations Agreements, and federal, state, and local codes, regulations, standards, specifications, and policies related to waste acceptance.
• Reports deviations, violations, or corrective actions needed to the appropriate supervisor.
Scalehouse Equipment & Supplies
• Monitors inventory of Scalehouse Operations Center equipment and supplies.
• Ensures adequate materials and supplies are available to conduct daily operations.
• Initiates requisitions for new or replacement materials and obtains product information and competitive price quotes for prospective purchases.
Regulatory & Operational Reporting
• Completes daily reports documenting material types and quantities for the landfill contractor.
• Generates weekly and monthly reports for the landfill contractor and Solid Waste Management Division.
• Compiles material type and quantity information required for reporting to the Florida Department of Environmental Protection (FDEP) and other applicable regulatory agencies.
• Maintains accurate records necessary to meet regulatory and operational reporting requirements.
ADDITIONAL FUNCTIONS
• Performs other related duties as required.
Minimum Qualifications
• High school diploma or GED required.
• One (1) years of related experience.
• Fingerprinting Required.
LICENSES/CERTIFICATES
• Must obtain and maintain valid Waste Screening and Identification certification for Landfill Operators and Spotters, Safety Certifications including Hazwoper within one (1) year of hire.
• Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

- Salary offers above the minimum pay grade may be considered based on qualifications.
- Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
