Job Description

Position Summary

Supervise, assign, train, review and participate in the work of staff responsible for a variety of solid waste activities, services and operations; establish schedules and methods for providing assigned solid waste activities and services; ensure work quality and adherence to established policies and procedures and perform the more technical and complex tasks relative to assigned area of responsibility.

This is a safety sensitive position subject to random drug/alcohol testing.

Essential and Supplemental Functions

ESSENTIAL FUNCTIONS: (Essential functions may include, but are not limited to the functions listed below)

  • Plan, prioritize, assign, supervise, review and participate in the work of staff responsible for a variety of solid waste activities, services and operations.
  • Establish schedules and methods for providing assigned solid waste activities and services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
  • Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
  • Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures.
  • Perform the more technical and complex tasks of the work unit including performing quality control activities on work performed; ensure proper work and safety methods are performed.
  • Monitor and inspect assigned facilities; open, close and secure facilities; schedule maintenance of facilities as appropriate.
  • Maintain preventive maintenance schedules on tools and equipment relative to assigned area of responsibility; ensure that schedules are adhered to.
  • Oversee the operations of an assigned landfill including the movement of dirt for the construction of roads, slopes and drainage.
  • Ensure disposal operations are performed in compliance with applicable environmental rules and regulations.
  • Participate in the selection of assigned solid waste staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  • Participate in the preparation and administration of the solid waste budget; submit budget recommendations; monitor expenditures.
  • Prepare analytical and statistical reports on operations and activities.
  • Monitor the assigned work activities and projects associated with dispatch, customer service and code enforcement activities.
  • May be required to drive a boom truck in the absence of lower level staff.
SUPPLEMENTAL FUNCTIONS:
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of vehicle maintenance and solid waste management.
  • Perform related duties and responsibilities as required.
  • Represent the Department and Section at meetings and hearings.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Associate's degree from an accredited college or university in environmental science, business administration, vehicle maintenance, or accounting; and

Five (5) years of solid waste experience in any of the following areas:

  • vehicle maintenance
  • collections
  • disposal
  • code enforcement
  • dispatch
  • administration
  • Clean City program; and
To include one (1) year of supervisory or lead experience

ADDITIONAL REQUIREMENTS:
Possession of a valid New Mexico Commercial Driver's License (CDL), Class A or B.
Possession of a valid City Operator's Permit (COP) within six (6) months from date of hire.

Working Conditions

Environmental:
Office environment; shop environment; field environment with exposure to disagreeable odors, potentially hazardous chemicals, noise, dust, grease, fumes and inclement weather conditions.

Physical:
Essential and supplemental functions may require maintaining physical condition necessary for light to heavy lifting and carrying and standing, sitting and walking for prolonged periods of time.
